I need help form all, especially from InventNow.Org Administrator, that where would i send scientific explanations for the following two ideas? those two ideas will change our world by solving power crisis and climate change

1. climate change
i have an explanation to save the earth from climate change. so this idea is not about making an object but put them into action. i am sure the problem related to climate change will be solved within two years. all the problems of the climate change are related to only one phenomenon - the rain cycle pattern which we can fix like in old comfortable(50 years back)within two years.

2.hydropower
another idea is about installing many more turbines with the same flow of water used nowadays for only one turbine, in other words, we are harnessing least amount of hydroelectricity at present. the conventional methods of harnessing hydroelectricity do not consider the fluid properties of water and the characeristics of gravitational force of the earth.

You can file a Provisional Patent with the US Patent and Trade Mark Office (USPTO) for $80. Requirements are loose, you can just send in a discription of your invention and you have some patent protection for upto 1 year (you must file a full patent application within the year to get true protection). The rules allow multiple ideas with multiple inventors to be filed within a single Provisional Patent application, so if this site filed one ever so often you would give these ideas some true patent protection. Just in case any of the ideas are truely novel and valuable, otherwise just by posting them online like this could result in someone else stealing it. Of course any idea posted on this site would have one year before it would enter the public domain (ie: transfering idea to the public at large) anyhow.

hey guys
we know that light rays coming from a distant object to the eye are always diverging,right?
so,why can't we invent an optical instrument which will make those rays meet the eye in a converging fashion?

firstly, i am mindful and care about having my idea thus publicized stolen or copied by other guys with the technology and finance to do so. my invention is only far away becouse i dont have the funding to research the technology.
i dont know if the administrator has methords in place as per security of ideas so publicized, against theft.
